10. Provisions Relating to the Freelance Journalist:
(1) A person who desires to obtain a certificate of freelance journalist shall submit an application to the Director General along with the certificate of qualification pursuant to Rule 15 in a format as referred to in Schedule 12.
(2) Upon receiving an application pursuant to Sub-rule (1), the Director General shall forward the application to the Ministry of Communications, Government of Nepal of Nepal along with his/her opinion.
(3) Upon receiving an application pursuant to Sub-rule (2), Government of Nepal, Ministry of Communications may allow to issue a certificate of freelance journalist to the applicant as per the request.
(4) If Government of Nepal Ministry of Communications allows to issue a certificate to the applicant pursuant to Sub-rule (3), the Director General shall issue a certificate of freelance journalist to the applicant upon charging a fee pursuant to Rule 12 in a format as referred to in Schedule-13.
